All persons engaged in the business of buying secondhand bicycles are hereby required to make a weekly report to the director of finance, or other such person as may be designated by the council, giving the name and address of the person from whom each bicycle is purchased; the year, make, and serial number of the bicycle; a general description of the bicycle; and the number of the license found thereon, if any. All persons engaged in the business of selling new or secondhand bicycles are hereby required to make a weekly report to the director of finance giving a list of all sales made by such dealers, which list shall include the name and address of each person to whom sold; the year, make, and serial number of the bicycle; a general description of the bicycle; and the number of the license attached thereto, if any.
