Warrants drawn in payment of demands approved by the city clerk as conforming to a budget approved by city resolution need not be audited by the council prior to payment. Budgeted demands paid by warrant prior to audit by the council shall be presented to the council for ratification and approval at the first regular meeting after delivery of the payroll warrants.
