If the license plate is lost, stolen, or mutilated, the person owning such bicycle shall make an application to reregister such bicycle. The license replacement fee to be paid for each bicycle shall be $1.00 per year and shall be paid in advance. The director of finance, or such other person as may be designated by the council, shall cancel the registration of such bicycle and shall reregister such bicycle and provide a replacement bicycle license.
