The city council finds that there are a number of privately owned swimming pools within the city, and that the maintenance of either private or public swimming pools without supervision or protective measures constitutes a severe hazard to the safety of the inhabitants, and particularly to the small children of the city. Numerous small children have fallen into private swimming pools and drowned. Many of such drownings would not have occurred had such pools been protected by fences as required by this chapter.
