Upon request from a residential householder, the residential collector shall provide special collection of solid waste, at such rates as may be authorized by the city and at such times as may be agreed upon by the collector and the person requesting the service. If no agreement is reached between the residential householder and the residential collector, such special collections shall be provided as determined by the city manager. Such special collection may include carryout service, or any other service beyond that required by this chapter or an applicable collection agreement.
