Every residential householder shall place each solid waste container and recycling container for collection at the curb adjacent to the premises. No person shall place any such container for collection more than 24 hours before scheduled collection, or leave any such container at the place of collection after 10:00 p.m. on the day of collection, or more than two hours after actual collection, whichever is later.
