All owners, contractors and builders shall, upon the completion of any construction, renovation, or remodeling of a structure, gather up and haul away from the site of the structure, at their sole cost and expense, all solid waste of every nature, description or kind including all lumber scrap, shingles, plaster, brick, stone, concrete and other building material, and shall place the site and all other premises utilized in such construction in a sightly condition.
